well it all depends on tone of voice, frequency of usage, and what triggered that response. i think "i adore you" is like saying "your cute" but more directed to ones actions. "i appreciate you" is more formal for saying "thank you". and "i love you" is the bomb. if you are saying it for the first time then it will make or break the relationship. only use it if you really mean it.

It means they only want to be your friend, nothing serious.

My favorite is "I appreciate you as a friend" that always makes i VERY clear to the other person you're no interest in becoming intimate with her/him.
