Plus,I've heard that meta tags are no longer supported by search engines-is that true?

How about some non-tech methods. I think a magnetic sign for the side of your vehicle is a good idea.

Meta tags are absolutely supported in search engines although there are still some sophisticated algorithms that try to thwart fraud and abuse of meta tag use.
As much as people like to sell you on commission and banner advertising, it's never as good as ol' word of mouth.
That said, you may want to put a blog up using a popular blog engine and talk about you and your web site. Make it personal, make it conversational so people get to know and trust you. It will take some time, but the blogosphere is a great place for word of mouth marketing efforts.
Viral marketing on the web is huge as well. A funny video on YouTube can get watched a million times.
If you are willing to spend some money, you may try Google Adwords. You can 'buy' keywords that folks use to search and have your site come up in the paid results. It's nice because you can actually budget your expenses. (example: I want to spend $0.10 per click and $20 per month). There is a lot of waste though... recent estimates have click fraud at 15% to 20%.

I ran a website for three years and i found the best way to direct traffic is to have a page on the site where you host a contest. Pick something worth $20 - 100 depending on your budget. Make it a contest they can enter daily, and expire it when you want to. Then you list your site as having a sweepstakes/contest on your site on ALL sweepstakes directories on the internet. Google contests. These sites allow you to post for FREE and you will then have a great number of people coming to your site Daily to enter. It does result in business. Look how other companies use sweepstakes to bring in and increase traffic and sales.

If its a personal webpage... add the link as a signature to ur mails.... and jus tell ur frens... putsome small flash games into it....
If its a business one... u can take help by google adwords...

you can market through google adsense or yahoos marketing program overture, or through cj, if you are able to be accepted into cj, that is a pretty large network and mostly pay per action
