Have your wife look up the company policy on insurance coverage. Some companies will cover the employee only and the family at an additional cost to the employee, some companies cover the whole family, some only cover a percentage.
An insurance company can refuse to cover someone if they are covered under a different policy.
If the employer is singling out your wife then that cannot happen, it has to be a universal company policy stating they won't cover the spouse of an employee. If they do offer it, they can choose to make you pay the difference in premium.

I do not believe it is legally required for employers to offer any type of heath insurance, family or not. I think this is wrong. The healthcare insurance situation in this country is pitiful to say the least. I know the Canadian government heathcare plan has it's drawbacks but at least every citizen is covered. I believe healthcare is a basic human right and should be equal among all, not just the rich or well-insured.
