im not sure what it could be from, i've went swimming recently.. thats the only thing i can think of.. bad sun reaction? i have no clue!
and they itch!

It sounds like a reaction to poison ivy...

Try not to scratch because your skin will become infected. See if you can find Calamine lotion to soothe the itch. Also, Benadryl is great for allergic reactions if you follow the dosage instructions (always make sure you read the label before taking an over-the-counter medicine).

The list of things it COULD be is long: could be eczema (especiallly if your hands sweat a lot and its in between your fingers especially), contact dermatitis (allergic reaction form a chemical or plant), foreign bodies (like small metal splinters if you work on a lathe), infection by a virus (hand-foot mouth and coxsackie viruses cause these deep blisters in the skin of the hands, especially over the palm, but also on the feet and throat), or scabies (infection from a mite that is very, very, very itchy.) Sun reaction is possible. If it was from swimming youd likely have it other places as well. It shouldnt be shingles if its on both hands.

If your pretty sure the spots arent infected, try a little hydrocortisone on one side only to see if it makes it better. If its not better in a few days, go see your doctor.

Have you been around any poison ivy that you know of?
If not, you may want to be checked out by a doctor for a "staph infection". That would mean some heavy duty antibiotics.
If it;s poison ivy, you can get a shot and an ointment that will clear it up pretty quickly.
DO NOT put hot water on it, That will only irritate it more. Use cool water only.

You need to go see a doctor. It sounds like an allergy or possibly an infection from the pool.

Being they are on your hands and arms... Sounds like you maybe washed your hands in something that was to strong for your skin and you had a reaction to it..

Are they itchy? Are the bumps pimple-like? Are they between your fingers? I hate to say this but while it could just be an allergic reaction it might be scabies. http://www.safe2use.com/pests/scabies/scabies.htm
