Those are usually private companies contracted through the State if on a highway or through Streets and Sanitation if on a local street in Chicago.
By the way...Streets and Sans will check to see if you 'vote' before they will
even consider you for a job.

Next time you see one, pull over safely and go ask them how
to apply for the job.

I don't think you can go to school for that, you have to know somebody to get that job , Find out through the state building what company is doing the job and apply.
