it depends on how hard you party, where and what you like to eat, if you already have accommodation there or not, cus if you don't, $400, is definitely not enough. it actually laughable

Well that depends on your definition of good but yes with $400 a month u are Ok considering the fact that most Ghanaians on average do not earn that amount in a month.$400 translates to roughly 3.6 million cedic(thats the Ghanaian currency)Several factors like which part of the country you will be staying,whether u will be renting a place,your personal habits etc will affect how far that amount can take you.

Yes you could and, 400 USD would be very good money in Ghana, check currency charts.
