It's a cultural trait. I say cultural, because there are no genetic predispositions at work. Speech differs from region to region, all over the world. Take the US, for instance. People from the deep south are known for speaking slowly and using lots of colorful descriptions (though oddly chosen, according to those not of the region). Folks in far New England tend to be a little 'under spoken', seeming to subscribe to the 'less is more' belief. The younger crowd in, like, California, like have their own, like...language, and it's like - different, you know what I mean, dude?
