Not just Cal....they do it in a lot of states and I think it is wrong.

I know if it were me, and I was renting an apartment, I would look at someones total credit.

Say for example, you pay the past 10 bills you had, but you look deeper into the credit report and see that you actually have 25 bills unpaid...

I would want to see if you have a history of paying your bills or not... if not, I would say NEXT - because I want to make money off of someone living in my rental apartment. I dont want to end up having a free loader.

Many states do. It has more to do with the rental apartments/house. They guess that if you have been paying your bills on time in general, to wholly simplify you will also not give them too much trouble
