The easiest way to cater to a problem is to meet it at the source.
Why does somebody want to become a terrorist?
1. They are a freedom fighter who has only been labeled a terrorist. Take a look at Chechnya getting bulldozed over by the Russians.
2. Some ideological belief that dictates intolerance.
Well, for the ideological belief one, there is not much you can do. You can try to educate them, but skinheads are the most difficult people to appeal to with logic.
Now for freedom fighters, what about them? The only reason we see such a strong insurgency in Iraq is the insurgency doesn't want America to take over their country and pick a system of government for them. It's that simple. We wouldn't want the Iraqi insurgency picking a form of government for us to use.
Another brilliant example are American Indians. We called them "savages" back then, but "savage" basically means today's connotation of "terrorist". They fought back against being conquered and we hated them for it. We cornered them and put them onto crappy reservations where the only means of making money is casinos. Whoopie.
Well, where does that leave us? We are hoping skin heads will stop committing crimes of hate and are still trying to bomb other countries into submission with our soldiers on the ground getting blown up.
I don't know about you guys, but I would feel a lot more safe if we had the National Guard back home to protect us from Timothy McVeigh worshipers. Domestic terrorism causes a LOT more damage than international terrorism by a long shot.

He poses as the American 'Nazi' and, in the line of Herr Hitler, thinks military means are the only recourse to exterminate others, to rule the globe unshared with any one and be called the conqueror of the world. He won't meet a fate different than his mentor.

Well coddling and cowtowing to them has certainly not worked...
Exterminating them is certainly, at least, a novell approach that hasn't been tried.
Appeasement got us 911, any other suggestions?
