Well, if it was not with urgency i could say that it's not an illness. it happens once a while for men to experience semen coming out without ejaculation. but you say that he has urgency. it changes the story a little bit. it rises the possibility of infection. my suggestion for your bf is:
wait 24 hours and drink water more than usual and also avoid any sexual stimulaion for at least a day. if it continues, then go to the urologist and have the urine examine for microscopy and possibly culture. he may need antibiotics.
my dianoses list:
nothing at all (first)
urethritis
other urinary tract infections
hope it will help
good luck

Semen and urine are produced by two very different organs. The cowper's gland prevents the release of urine at the same time semen is released. Sorry to tell you, buy your boyfriend has an infection of some kind. Most likely sexualy transmitted.

He needs to see a doctor there is something wrong with his testicles. By design Urine and Semen are not supposed to flow through the vas deferens at the same time. He needs to go right away!

Unless he is constantly masterbating it is not semen. Most likely he has chlamydia, which infects the mucosa of the urethra and causes pus to come out that looks like semen. He needs to see a doctor to get on antibiotic treatment so that he doesn't give it to you or become sterile himself.
