time on patent pending ideal ran out can someone Else steal the ideal before i have money to have full Paten?

the patent pending is up, need more time to come up with money, maybe 3to4 months, is there anyway to protect ideal from someone eals patent it befor we have the mony, is there any way of getting funding from the lottery to have this done, or maybe law school students to do it?

It depends on whether your patent application was published or not. If published, then that disclosure will be considered prior art against anyone filing a later patent application. If not published, then the public has no way of knowing what you did, and someone could potentially patent the same idea if it is truly novel and nonobvious.

If you filed a utility application, which then became abandoned, consider filing a request to revive the application with the PTO. It is costly, but you can reestablish the pendency of your patent application.
