Probably not. I don't recommend working with sellers with less than 100 transactions or under a 98% satisfaction rating. However, this person seems relatively honest. You'll probably be fine.

If he doesn't deliver the goods or there is an issue with the phone, you can dispute the transaction with PayPal to get your money back.

You won the bid on July 19th, it's just the July 21 today! Give him a chance. He may have shipped your item and is out of town or unable to access the internet for some reason. His only negative comments refer to his purchasing items, not selling them.

He did have the winning bid on 3 items and for some reason he didn't pay for them. (Not a good comment to have on your account!)

If you don't receive your item by the end of next week you can dispute the charge with PayPal. If he did rip you off, PayPal will reimburse you.

It has only been 2 days. His computer might have crashed or something. Pay pal most likely will not open a dispute this early(since eBay allows something like 10 days to ship after payment is received.). Your best option is to get the Sellers phone number through eBay and give him a call.

If you do not check a company before entering into a transaction, you could lose your money, time and credibility. Some widely used resources are the Better Business Bureau (www.bbb.org) and the national fraud center (www.fraud.org) these days, you can easily find out more about a company using the internet in a few minutes. From a company's website, you can details about its ownership, how old the company really is and feedback from the company's customers.

Only e-bay and paypal can help you.
BUT mabye he got sick (or vacation?) and can't respond, give him a week to be nice. If no responce by then check into it.

I did not check the link for dates and time as it did not START with ebay.
