Definitely outdoors in a pond - even then it's quite difficult to keep clean if you don't have an efficient filter system. My turtles crap to high heaven and the turds are sometimes as big as a cat's.
I feed them on proprietary fish food 'cos it's a fraction of the cost of turtle food and if you read the constituents they are near enough identical. Important if you have a shed load of the critters like me. Put feeder fish in the pond to "entertain" them and they can eat their "toys". I'm having a little trouble with a couple lately as they are having an "alpha dog" dominance battle and one is retreating to the garden all the time.

Outdoors is always better- as long as they are well-cared for.

Bored? Double check the basic cares- tank size, temps, diet, etc. "Enhancements" usually involve live food and better basking sites.

Healthy adult turtles, however, spend a LOT of time basking, sleeping, and just plain not doing much.

I've never kept them, but I've been told that if you don't clean the tank regularly they absolutely stink!
