Criminal charges are made by a prosecutor, and only a prosecutor may dismiss a case once it has been filed. An accusor may tell the prosecutor he or she would like to see the charges dismissed, but the final decision rests with the prosecutor.

Jake is right on point! In NY once the person is arrested charges can not be dropped by anyone but they can be dismissed by the prosecutor! Our local practice is that the DA wont dismiss unless the complainant admits the charges were false to begin with...and then had the complainant arrested for filing a false report! Moral of the story is THINK before you act and dont use the criminal justice system as a method of leveling the fight!
