Yes, but with some intermediaries. You would need a machine that takes 3.5 inch disks. If you have one, insert the disk. Next, you have to see whether the machine recognizes the contents of the disk. If it does then copy the contents to the hard drive of your computer. Next, you'll need to burn the material to a CD. If this computer has a CD burner then you're set, just copy the material from the computer to the CD. If the computer does not have the capability to burn a CD then you'll have to find one that does. To transfer the material from one computer to another you could email yourself the files as attachments.
So the answer depends a bit on what your setup is.

Obviously so ^_^
Here's how:
1) Provided that you have a floppy drive in your computer, put your floppy in and copy those files from the floppy to your computer's hard drive (the C:\ directory or a folder in it).
2) Then from there use a cd burning program to put those files onto a cd. If you have Windows XP and a CD-Rw (cd-rewritable), you can use the OS to write files to CD.
a) Put in the blank cd-rw
b) open My Computer and click on the icon of the cd drive that you put the cd in
c) copy and paste the files you want to the drive
d)click "write these files to CD" on the left hand side. This should walk you through the cd writing wizard and then tada! your files should be written to CD.
-----------------------------------------------------------
Now, if you don't have a floppy drive in your computer, you'll have to use somebody else's and email the files to yourself, OR get a removable floppy drive and connect it to your computer.

Maybe not "on the fly" - you most likely will get buffer underrun
So just copy it to HDD and then burn to CD
