All the characters used to be hats. I know it sounds kinda sad but the scripts used to be good. Is it around anywhere.

Yes, I remember it!
It's not as good as HR Puffinstuff, but it has some cool stuff.
The entire series is available on DVD. I bought it for cheap when MediaPlay went out of business.
Look around on Ebay or Amazon. You should be able to get the DVD if you want.

At first I thought you meant another show, then I read the HAT part and I briefly recall the show--I think it was very short-lived here on the East Coast-Midatlantic.
If it is around it might be on cartoon network late at night.
