Teen boy or teen girl?
I remember around '85 that girls were wearing these really wide and rather tight elastic belts. I never see those in any retro 80's deal, odd. Armless turtleneck sweaters. Hair up in a polka-dot bow. Deely boppers. Swatches. Lots of flourescent colors. Stirrup pants too.
Boys have to have the checkered Vans shoes, and pegged pants. 501's. Gel in the hair. Puffy buttoned shirts in pastel colors.
Heavy metal band tshirts, such as Warrant or Motley Crue, can be used, but no pastel colors then. Puffy denim jackets.
This is tough. 1981 style is different from 1985 style, which is different from 1989 style. Perms in 1981 for example, and those shorts with the white piping, perfect for raquetball with other overly sweaty and hairy guys.
Man, I don't miss that junk at all.

wow, an 80's party sounds like fun. I have got some ideas for you that use things that you might already have.
first of all BIG hair, get like a wig if you can't make your hair big. Some dark sunglasses could look really cute. Add a short skirt with some leggins under it. I am almost sure that you have all of thats stuff because they are all in right now. Heels would be good too. Here is a picture that you could probably get ideas from:

Or you could just get one of your dad's old sweat shirts and cut the neck to make it big so that it will hang off of one shoulder. Wear that with short shorts, leggings, and leg warmers.
Just take things that you already have and put them together to make them look like the 80's. Alot of the 80's styles are in right now.

Black leggings, an off-the-shoulder sweatshirt in hot pink (or some other bright color), and some mauve high heeled shoes. Do your hair in a side ponytail, and make sure it has lots of VOLUME! If you wear jewelry, think big. plastic and bright.
Of course, that's a kind of stereotypical eightites thing. There were all kinds of different eighties styles, from punk to preppy (not like today, people were literally wearing tweed suits). There are a few rules that are good: big hair, big shoulders, bright colors, bold everything, and a very small skirt.

Shoulder pads, really big ones, with the big hair. Spandex leggings, with boots, tutleneck, same color as pants, belt the leggings, and wear a blazer with huge shoulder pads over that. Perfect!
Get a copy of Ferris Bueller's Day off. Classic 80's style. Also the tip to check out Madonna. Miami Vice works too.
What were we thinking????

That depends on what type of 80's teenager. I was one but all I wore were metallica t-shirts and jeans. Ok maybe a few slayer and iron maiden too. I graduated in 90 so I was an 80's teenager. There were other girls who owre the spandex pants and little skirts but not me

Neon colors, parachute pants, big hair, eyeliner (doesn't matter if you are male or female), leg warmers for early 80s, none for mid 80s. Plastic neon bracelettes, colored shoestrings, headbands maybe, or even a slave bracelette.
If you want to go the cyndi lopper or early madonna look, skirt with knots tied into the sides, lace skirt underneath, mismatched colored shoes, bandannas around wrists and ankles, high heeled short boots, big teased hair, lots of makeup.
Miami Vice look needs dress pants, tank top, with dress shirt over it unbuttoned to the navel, all in pastel colors.
Early 80s head banger look needs ripped jeans, combat boots, dog colars with studs on neck, smaller ones on wrists, black eyeliner, mascara, eyeliner needs to be drawn from nose to under the eyes, out to the hairline. Black lip liner and black lip stick. Ever wonder where goths come from...there ya go.
Mid to late 80s grunge look needs flannel shirt, oversized, shirt underneath, usually some saying on it, combat boots, ripped jeans. For a girl, hair pulled in pony tail or twisted up into a severe bun, no make up. For a guy, long hair usually in a loose ponytail with the pony tail holder at the nape of the back of the neck.
Or there's always the good girl gone bad prep look like in the ZZ Top old videos. Short skirt, high heels with folded over lacy socks, tight sweater or tshirt, teased hair and lots of makeup.

Sweat bands and big hair were in, as were leg warmers, leotards and loud, bright colors like hot pink and turquiose. I also remember huge shoulder pads in suit jackets/dresses and big belts worn around the waist of a baggy top/jumper was definitley the in thing along with wide legged jeans with a VERY tapered ankle. Girls wore big shirt in general--t-shirts, blouses, sweatshirts, etc. that were several sizes to large. They were worn with the standard skin-tight jeans or stirrup pants, or the ever popular denim mini-skirt; an extra-wide belt was often worn over the shirt. In the early 80s, if the shirt in question was a sweatshirt it was likely to have the collar ripped or cut off so that it could be pulled to one side to expose a shoulder. These were fingerless gloves made of a lacy or fishnet pattern that ranged from wrist length to over the elbow. Oh and not to forget the corset belt female accessory c.1987-88 which was short, wide belt that laced up the center sort of a shorter, belt version of the medieval European corset vest. These were worn with minidresses, cinched over big shirts, or worn like a regular belt.
Check out pictures of Jem (a fashion doll that was intended to rival Barbie). And finally The Gothic look started in England and is influenced by medival European and modern punk fashion. Clothes include corset vests, corset belts, bell-sleeved blouses, poet shirts, peasant blouses, leather, lace, boots, crosses, and studded and spiked armlets, wristbands, gloves (usually fingerless and net), and studded and ringed gaunlets, mostly in silver, black, blood red, purple, and burgundy. Makeup includes black nail polish, black, blue, burgundy, and purple lipstick, and purple, and black eyeshadow, eyeliner, mascara, and blush.

A denim skirt, high heels with short, lacy socks, LOTS of bracelets, poofy, crimped hair, big hoop earrings, a big shirt/sweatshirt with the neck ripped out so one shoulder sticks out, and a big, fat belt.
My wife wore something that to an 80's party (She was supposed to be Samantha Fox; I went as Billy Idol, heh) and she won "best costume".
Anyhow, rent the Madonna movie "Desperately Seeking Susan" and you'll see what I mean.
