Hmmm, I would take that as the number of civilians living in an area not counting any military persons.

A nation has their entire population. Population counts are not asking for the occupation.
A nation also has a military(soldiers). Basically the civilian population is the population minus the military. For example, if we have 400 Million people in this country and a military totaling 1million soldiers, then the civilian population is 399million people.

During war, casualties and injuries are reported seperately by the media. If they report that 30 civilians where killed, then this means that no soldiers were killed.
