without a raise, they keep giving excuses, they've changed company hands, and are a in-home healthcare company for elderly/disabled patients - mainly low-income, and when a new governor got elected, he cut lots of low-income healthcare programs. however, recently the governor did reviews and saw in-home healthcare compared to nusring homes, benefits the elderly more and is cheaper in the long run, and signed a $400 million fund. My employee handbook states that when a yearly evaluation is done, a raise is determined by performance and what the "avg rate" is ...but i still didn't get my raise and don't know what to do. i'm going to school and looking to go into social work later on, and this is the longest i've worked at one company ever, i'm 25 yrs. old, what's your advice?

Start looking for jobs elsewhere. Go to a couple interviews. If you are offered a better job, take it. If you are offered an equal paying job, take some time to think about the offer. Next, approach your current employer and ask them for a raise. Be sure to let them know how long you have been a loyal employee without a raise and point out the good things you bring to the company. If they still don't offer you a raise, turn in your two weeks notice of resignation and take the other job. Perhaps when they see that you are serious and you have another job they will realize how valuable you are to the company. If not, at least you move to a job with new possibilities.
You are 25 and need to be taken seriously as an employee. You should start practicing now how to talk to you boss about situations like this. You will see this again.

My advise is Go for the internet business, which requires less of your time and the one that will not make you feel headache with web designing, or which require IT knowledge. Second, choose the internet based company which offer you the opportunity and at the same time giving you the convenience to start the business. Third, choose the business, which does not require big money to start it.

Honestly, I tried so many opportunities offered through the internet and this is the only one that really works.

I would confront the CEO and ask him about a raise explaining you have been there 3 years. If he comes up with some petty excuses then start looking for a new job.
When you get the new job and turn in your resignation
put it it also no raises in 3 years.
Good luck

You're young and being taken advantage of by your employer.
Start searching the web for jobs in your area, go out for the interviews and GET THE JOB!
Trust me, things won't change.
I know for a fact that, where I work, people are being hired in making more money than me!

GOOD QUESTION!!

Is this a publicly funded company you work for? Or is it a private company??

When you know that, you must decide if their excuses are reasonable or not. Examine your own contribution to the company. Are you worth more?

Good Luck

If you want to ask for a raise you need to be confident in yourself. You can explain why you're worth a raise but if you tell your boss and don't sound like you believe it yourself your'e going to fail...forever...at everything

go to bosses ask why you haven't got your raise , and ask what steps to follow to prepare a grievance, make sure you have what you were promised when hired in writing, such as employee booklet hiring manuel ect ect.
