Well, the directions here are fine, but if all you want is a tutu for a dress up box here is what I would do. Buy some stretch sequince as suggested by someone else, netting or tulle or chiffon 3x the waist size of your child. HInt: if you want a short tutu you can probably buy 2 yards of fabric if material is 44 inches in length. For the sequince measure 1-2 inches more than child's waist. Divide the fabric into two equal lengths and cut and sew the four lengthes so you have a thickness of four layers. I would then divide the sequince in half and pin to the fabric which has been folded in half. Then carerfully stretching the sequince waistband to fit from center to each end securely sew using a stretch stitch. This will give you the gathered look you want. Sew the end close making sure the waistband is secure and not too big for child and you have a dress up box tutu.
Truthfully though - you can buy a ready made tutu fairly cheaply at ORIENTAL TRADING online. (www.orientaltrading.com)
Be sure to include a magic wand and tiara of some sort with this fun dress up!

Here's what you do:
1) Go to your local fabris store, and get about a yard of stretchable sequins band (gold or silver works best).
2) Get some netting of your little girl's favorite color (about three yards).
3) Measure the sequins to about the same size as your little girl's waist and cut. Sew the ends together.
4) You have to divide the three yards of netting into equal pieces. From there, you cut it into a big circle.
5) Cut a hole in the middle of the circle, using the sequins that you have sewed together as a template. Cut the circle about one inch larger than the template.
6) Do that to all three yards of netting.
7) sew the circles of netting together, at the center hole. Make sure that it is sewed in the middle, and that you can see the beginnings of a tutu.
8) Sew the netting to the sequins.
9) Cut the excess to the length that you want.
10) Finally, trim it out with lace or some sequins trim.

You could get a pattern, that would probably be best if you want it to be nice. Otherwise, you could just get a length of pink tool and some elastic and stitch the tool to the elastic and then put some kind of clasp on so that she can put in on and take it off.

If you get some tulle and elastic you can probably make one. Usually 5 layers will make it nice and puffy. You can also decorate the outside with squens etc.
