Because they are afraid of risking their heart?! Or they had cold frigid parents who never showed them how to be affectionate. Or they may not like public displays. Sometimes they want to appear single/friends with someone (not cool) or they don't want to rub it in single peoples faces. I can't deal with lack of affection, even when they say the "words". Actions (or non actions as in this case) speak volumes louder than words!

Some people are just not the affectionate type. It is unfortunate but true. Also, maybe ( depending on how long you have been 2-gether) your partner isn't ready to be affectionate.

well, my ex and i werent very affectionate at all, but every time i kissed him all i could think was incest b/c i think of him as a bro.... thats why i diddnt want to be affectionate

There's probably a reason for it. Maybe the timing, maybe the place. Maybe they have had bad experiences with being touched. Maybe they are insecure, shy, uncomfortable...
There are tons of good reasons.
Or maybe they're just not interested.

they have some real issues, mines was not being affectionate because he had inner issues and things like that

If there is no affection then there is no true relationship.
Not showing or giving affection is not a good thing.It may be from childhood . his family didn't show or give him affection and he just doesn't know how to give it back. It happens that way at times.

Not too sure what you mean, I might need more details...If you are talking about a man, it could mean he is gay. My first boyfriend had no interest in it cause he was gay.
