It's not assumed that everyone works Monday thru Friday between said hours.
Most of corporate America works those hours as well as non-essential public offices. Non-essential would be those not including law enforcement and possibly analysts that assist law enforcement agencies both on a local and federal level.
Retail stores, restaurants and other establishments as such thrive on people spending money. People typically spend money in those establishments during the evening and on the weekends.

No No No. The assumption that the workforce is M-F 9 to 5 is an erroneous assumption. The majority of businesses are in operation at that time.

Uhm... I don't think anyone is assuming that except maybe you. ;)
Be serious... many places, such as nightclubs or hair salons, depend on business from 9-5'ers who are in their off hours. And then there are hospitals and pharmacies open all night, fast food making big bucks late at night, gift shops, canoeing, bridal shops, all making money on weekends, etc. etc. etc.
Where is your logic?

Not everyone have a regular work schedule. It depends on the owner of the company and the company that you work for. I'm very fortunate to work M-F between 8am to 4pm and get paid a lot.
