If I remember correctly there's only about 350-400 million people who speak english as a first language. Basically US, UK, and a good chunk of Canadia. (<--intentional) Another 350-400 million people speak it as a second language. Now that's at about about 800 million people or aobut 13% of the world population. But it's closer to 1/4 understand english to some degree. Combine this nowledge with your own and I think you'll answer your own question. People read what's written in English and if they feel comforatable will write a page in their own language.

i'm bilingual so it really doesnt effect me.
in other countries though, the internet isnt all english.
