Because he:
1-Had greater social orientations toward the poor than most democrats (and than all the republicans, of course)
2-Was not extremely biased to Israel
3-Made a mistake (Monica) and had the courage to admit that he did. This made many people think he is one of them, or like them.
4-Because he was handsome
5-Because he was too young when he became president for the first period
6-Because his wife was beautiful. This helped polish his image.
7-Because he was not very classy. He was normal.
8-Because he never launched a major war.
9-The economy and Alan Greenspan! I must say so, although I know you'll want to kill me!
10-His language was OK (unlike Bush, for e.g.)
Enough?
(But of course, he was not the best US president ever. He was the best one in the last 3 decades.)

Thanks to Reagan the economy was still very good under him. The stock market was (for the majority of time) very good. And the media refused to push really hard on any of the serious flaws, like giving 20 years worth of missile technology to the Chinese for illegal campaign contributions.
The only thing negative they ever did focus on was Monica, and if that was the only he had ever done wrong I would have liked him too.
You also have to remember, when was the last time before Clinton that we had a two term Democratic President? The very fact that he made it that long, gives the Dem's a reason to make him great, because they really don't have much left to brag about.

I think Clinton was a good (not excellent) president because he was a president for the "people". He agreed on a lot of things I agree on and many Afri. Americans.
He tried to help Afro Americans and all minorities by approving jobs and Affirmative Action. I had a better tax return when he was president and minimum wage was going up.
There were no unnecessary battles being fought abroad.
But he was focused on the USA's battles here, in the US.
He was a very empathetic and sympathetic president.
AND GAS WAS LOW.
PLUS ILLEGALS DIDN'T HAVE THAT MANY OPPORTUNITES WHEN HE WAS PRESIDENT AS THEY DO NOW.
Communities were improving. USA was improving.
