how do I get past this message and decompress this ntldr so that I can reboot.ctrl +alt+del to restart will not close out program

youll probably have to reinstall windows.
ntldr is your boot loader. basically it is the thing that loads windows into memory.
ctrl-alt-delete wont work because you are not yet in windows.

ie means The basic Windows loading file is corrupted try Repair the windows using a cd or reinstall the os
