I've encountered this a couple of times with different drives. Generally, it occurs when the drive is on the way out, though it can also be when the lens itself needs cleaning.
You can run a CD cleaner through the drive to see if that helps.
Also, some drives don't do well with DMA enabled (I have had drives fail to operate when DMA (Direct Memory Access) is on). Programs such as Power DVD will sometimes enable it by default.
You could try both of them - if it doesn't work, there's a good chance the drive is dead and, I'm afraid, will need replacing. If it's an option, you could try it in another machine (since they're generally easy to remove) and see if it has the same problem. Sometimes, if the IDE cable is old or has a break, you can lose data that way too.
Nothing else I can think of off the top of my head - I hope this info is useful to you:)

Check the drivers, and check your discs... does it come up with an error message? Try cleaning the laser head and the Discs
Download windows updates, that should take care of essential hardware drivers.

You might need to update your drivers. Check Toshiba's website for updated drivers. If they don't have any check the website for your operating system.
