Your bar is still there - it's just a case of finding it:)
Easiest way to get it back is to move your mouse to the bottom of the screen where your task bar is - if it's automatically hiding, it should pop up, you can then right click on the bar (Windows XP), select properties and deselect autohide taskbar. It's similar under 2000 and 98, not sure about the others as it's been a while.
If it's not automatically hiding, you need to nudge your mouse until you get a symbol similar to:

At that point, hold your LEFT button and drag it up until the taskbar appears. Move it slowly as you can potentially make the taskbar quite big.. Once you've got it there, you can right click over taskbar, and select "Lock Taskbar" - you won't be able to move it again until you deselect that option (useful - I use that feature).

You may have ended the "taskmate" program by accident. Hold down your power button until the computer shut off. Then turn it back on...if that was the problem then it should reappear. If not hold your cursor on the bottom, top, and all side. You may have set it to "hide" by accident.

Control + Alt + delete. Shut down the process called "explorer.exe". Then go to File in the tast manager and click "new task" type in, "explorer.exe". If this does not help or change anything, atleast you can turn off your computer via the task manager by going to file, new task, type in, "shutdown -s" this will shutdown your computer using an old command prompt script.

Get your mouse to the bottom where the bar used to be, do this until you see an cursor with two arrows, you should see this when the cursor is on the bottom, drag the mouse upwards till you see the bar reappear.
