According to this tool, your brother is not too heavy, but is "at risk of becoming overweight":

"Based on the height and weight entered, the BMI is 22.3, placing the BMI-for-age at the 92nd percentile for boys aged 11 years 4 months. This child is at risk of becoming overweight....

Although not overweight right now, this child has the potential for becoming overweight so prevention of excess weight gain is important. Children and teens should NOT be placed on a weight reduction diet without the consultation of a healthcare provider."

It depends on how much of it is muscle. If he looks like hes fat then he probably is. But the thing about boys at this age is that it is right before their natural growth spurt. So it is completely normal for boys to gain weight before they start growing. They usually get tall at around the age of 13 or 14. If he is active and eating right then you have nothing to worry about.

YES!!!! im 5'4 and i weigh 95. whoa whoa whoa. he weighs more than my 48 year old aunt. and shes taller than him!!!
