First, you need to identify all of your music files in your library. In the "Advanced" tab in the Preferences Menu, you can find where iTunes stores your music library and files. If your music is in folders all over your computer, you can use the "consolidate library" function under the Advanced Menu to have iTunes copy all your music into the music library folder. This will get all your files in the same place, but may take a while.

Now, you need to copy the iTunes music library folder to your new computer. If you can connect the computers to a network, you can do this via Windows File Sharing. If you cannot, you should copy the files to another medium like a CD, DVD, or USB hard drive first, and then copy it to the new computer. Or you could even install your old hard drive in the new computer and take the music off of it. Once you've done this, just use the same tab I described above to set your iTunes music library to wherever you copied the folder. (Yes, I realize that for some users, this step is not as trivial as I've made it sound. I'm sorry. Hopefully you can figure out a way or get some more help here.)

Like someone else mentioned authorizing a computer will only allow you to play Apple protected content on that computer. You still need to get the actual files to the new computer.

Another option is to mod your iPod to allow you to copy music OFF of it. But, I've not done this and it can be tricky. I don't recommend it as iPods are kind of flaky. Good luck.

first make sure all the music files are in the same place as in your old computer (copy & paste your My Music folder) then open iTunes on your old computer and click file>export library. it will save the info to a .xml file. then open up iTunes on your new computer and click file>import and select the new file then if your music file are in the same place it should work fine.

That's a tough one. If you only "authorise" the new computer (like a previous answer) you will only be able to listen to the music and not import the actual files.
You need some sort of FTP software that is compatible with your machine. Thats the only way I know

You have to authorize the new computer.
I think this can be done on the iTunes home page under the questions list.
