there are several reasons why a vehicle may be exempt from tax. It usually states the reason on the tax disc. Disabled is one category. But to actually answer the question you asked, tax exempt on a vehicle means the owner of the vehicle doesnt have to pay tax on it!!

It means that the vehicle is too old or is off too low power to require road tax. I think in britain vehicals over 10years are exempt from tax, it basically means you don't pay any road tax on them

I think it means if a car is registered before 1973 you dont have to pay for the little round disk in the window. Its a freebie from the dvla.

an example would be police cars, fire brigade and ambulance. however if your exempt you still have to display a tax disk stating 'nil' on it, there's no way to get away with having none

it usually means that the vehicle is a state or federally owned vehicle, i.e. fire dept., police, city mainenance etc. and they do not have to display month and year stickers like us poor folk!
