i dont get it

I think that it's a statement to indicate the strangeness or ludicrous nature of the situation or event.

The idea, in this case, is that testicles do not appear to be visually apparent on a catfish, or any fish for that matter. And thus, it would be an amazing or odd site to see if it were to exist.
