That begs the question of what it means to be degenerate, and that humanity is in fact declining.
There are two ways I can percieve this as being objectively true. First of all, humans theoretically decrease in wealth and productivity because they generate production earlier in life so that they can consume it later on in life.
Secondly, human kind is aging. If we assume that after a certain point, aging is a degeneration (tissue decay from age and the like), then this is another form of degeneration.
If you're asking why most people make the world a worse place, I'd probably have to answer that with increased technology, we have used increased production to satisfy an increased population, rather than to improve the state of living of the already existing population, so that our consumption of resources in total is increasing, despite overall improvements in effeciency overtime.

Life is no constant, it goes on changing from good to bad, from bad to worse then worse to again good and so on..Man is the agent and through him these changes occur.So if you find that humans degenerate, then do something to stop the degeneration and do something in your capacity to have a better society.Be not a silent spectator or cry over the degeneration.

I guess it all depends on what you consider degenerate as to the whys...
Someone you or I might consider 'degenerate' probably believe they have perfectly good reasons for their behavior and would not continue doing whatever it is if there was no 'reward' associated with it.

Human beings are degenerate because of our sin nature. Not only that we also practice sinning. What a person needs is to be regenerated by faith and forgiveness in Jesus Christ.(John 3:3) But as a reminder, Christians are not perfect, we still sin, but there is forgiveness, not that it gives license to sin. ( Romans 6:11,12) Christianity is a radical faith, because I don't have to work to gain God's favor to get to heaven. He is already as pleased as He will ever be, because Jesus took away my sins, never to be remembered anymore.(Hebrews 8: 10-13)
