how can i fix my system so he can't hack into it and who do i report him to for hacking

He is using a program that he cracked to do it for him the reason i no is that he told me once before that he has cracked into systems that way and i now have it on my system and don't know how to get rid of it i have zone alarm on my system and i have a very good firewall

I agree, you report him to his isp, the police and turn off remote assistance, change passwords on vnc if installed or uninstall it. Install zone alarm free firewall, and make sure the security is up, it iwill tell you everytime someone tries to access your computer and when your computer tried to access the internet.
do you know what he is using to hack (actually crack) your system? How do you know that he has done this? If he is reading your email, it maybe that you need to change your password and make it really hard for him to guess
please give more info and I will help you find a solution.

What do you mean by "hacking into" your system?
Is your friend using remote access to perform unauthorised actions on your computer?
Or do you mean that access to your user account is not secure and your "friend" is abusing your trust?
If it is the first; make sure you have an active firewall, and that your friend's IP address is blocked.
If it is the second, change your account password, or if your computer does not have an account password, add one.
