If you have a job, go to any Cash Advance America. (with the green and yellow) Take them 2 paycheck stubs, your Drivers License, SS Card, a checkbook with blank checks and a recent bank statement.
Give them fake phone numbers, and your real address.
After you get the loan, call the bank and put a stop on the check.
They can't do anything to you because they are not covered under the law. Basically what they are doing is loan-sharking and what you are doing is sticking it to them. Call yourself Robin Hood, pay off the bill and give the rest to charity.
Hooray for free money!

No institution on the planet exists that makes loans without concern for credit. However, there certainly are many loan organizations that "consolidate" loans (what you are looking for).
I suggest you google "loan consolidation" -- and trust me, a billion companies will show up offering this very service.

So you are looking for someone to loan you money but you don't want them to care whether you have the ability to repay the loan?
I think you have to use your kneecaps as collateral for that kind of a loan.

You'll need to have collateral worth quite a bit if you're looking for a large loan. Then, they'll charge you a buttload of interest and if you don't make the payments, they'll keep the collateral.
Don't bother.
