This would depend a great deal on your level of web design skill. Whatever level though, if you want the appearance of credibility, then don't go with one of the free services that will bombard your visitors with advertisements that will make them want to leave.

Then if you need someone to help create the site, spend some time writing down all of your requirments and the most you're willing to pay, then post the job on Rent-A-Coder. They've got a rating system for web designers so you can see who is reliable, and an escrow system so the developer doesn't get paid until you get a chance to approve the work.

Presumably you will also want to process customer payments via an ordering system? If you don't have a merchant account, you may want to consider getting a free Business account from PayPal (NOT the Personal or Premium accounts). A business account will let you accept major credit cards from customers... they won't need to sign up for PayPal.
