They could also be areas where developing japanese beetle larvae have been deposited underneath the surface.
Treat your yard with an insecticide for them as well.

It could be that you have crane fly larvae -if you live in the pacific northwest -if not beetle or animals. Crane fly are prominent now and look like giant mosquito. Usually it's temporary but you can ask at the nursery how to solve your problem. I would suggest lime either way, as lime will put off the bugs, as well as nutrilize the area that an animal may be eliminating.

if u water at night it could be or the dog might be peeing on it try spreading somthing called iornite all over ur lawnthat will make the yellow green water it too
