Good has one in beta now that's free and works pretty good. It looks like like MS Word. You can find it here....

I want to make sure I read your question right. Are you asking for a WEB BASED TEXT EDITOR? Or an Editor of HTML text? Interestingly, the first answer and mine interpreted your question completely differently.

By far the best is Dreamweaver. It out performs Frontpage in everyway. It is a bit spendy but well worth it if your serious about creating professional websites. Get the suite and you'll also get Fireworks and Flash. Fireworks lets you actually build the site, create your images and buttons and import it into Dreamweaver.

I've been building sites in Dreamweaver/Fireworks for over 5 years.

Try TinyMCE and FCKEditor. You will like them both and both of them are free.
