I think what you're looking for is 'iron on transfer paper'
available at any hobby & craft store ( Hobby Lobby ) or in the craft dept. of most department & discount stores ( Walmart )

Walmart & K mart even have them. Make sure if you'll be ironing onto dark clothes you get the transfer papers specifically for dark clothes & the same for light colors. (Dark ones can be tricky, so I'd suggest to stay with the light colored shirts!) Have fun!

If you are talking about the blank iron-on paper, I got mine at Office Depot or Office Max. One of those office stores. lol. Sometimes Wal-Mart will carry that stuff too. Try Wal-Mart first to get the best price. Good luck.
