it's called dvd region encoding. manufacturers of videos etc sometimes add this encoding as a way to combat piracy. the region encoding for usa is different than what what is for europe, and your dvd rom drive is probably set to read usa region discs. you can change though, right click the drive's icon and set the region properties (well i think that's how its done not sure anymore) but you can only do this for something like 4 times or the drive gets hardcoded to the last region.

although i'm not sure why u're having trouble if u wrote the disc yourself. anyway, have u tried reading the disc in someone else's dvd rom drive? maybe it's just your drive, i get a similiar problem sometimes as well.

Either the disk is bad (did not burn right) or it was not "closed" after you burned it. Closing is what writes the directory so that non-burner DVDs can read the disk. If you know someone with a DVD burner, they should be able to put it in their burner and "close" or "finalize" the DVD for you.

It would not sound like the disc grew to become into ever recorded. in spite of the incontrovertible fact that, it particularly is in simple terms the force and disc compatibility. attempt the disc in yet another force to confirm if the information is accessible.
