Although Ryan Giggs was born in Cardiff, as a youngster he considered playing for England as his teenage life was based in and around Manchester/Cheshire but he changed his mind.
I remember him publicly saying at the time that his Gran said her wish was for him to represent Wales...he is v.close to her so played for them ever since.

Well, because he was born in Wales (St Davids Hospital in Cardiff) and he always felt Welsh, not English. Of course, he qualified to play for England, since his dad was English, and he even captained England schoolboys but he always knew he was going to play for his "country". In his heart, his "country" was Wales. Maybe it was also his dad's bad behaviour that made him choose to be Welsh, instead of English. For that story, you have to ask another question! But i think if he chose to play for england(i think his mum/dad is english) they could well have won something, he is just wot england have lacked for the last 15 years

He chose to play for Wales as he was born in Wales but his father was English and he played Schoolboy football for England.

Because he was born in Cardiff although due to his parents being English he qualified to be an England international. He chose to play for Wales as he felt it right to play in the country of your oringinal origin.
