If you didn't put fish in a fish tank would the gravel know where to lay?

Well, as I'm a fish, I feel more than qualified to answer this question, I don't have any gravel in my tank, that's because I live in a bowl, it's a big bowl, I've got a fishy desk and a waterproof fishy laptop, specially adapted for fishes. I wouldn't know which way to swim if there wasn't anything on the bottom of my bowl. Just for a laugh I swam upside down and my owner wanted to flush me!!! I giggled at them and I said, 'hey, don't flush me, I'm alive really', they told me off for that. :)

Of course. They don't need gravel to tell them which way is up. If fish needed gravel to know which direction was up, the fish in the oceans would be in trouble.

i don't think it matters to them. And i don't think fish recognize ways. All they want to get used to is the water temperature and room to swim

Yes they will......gravity affects you even in water albeit less...... Fish also have a gland called a swim bladder that deflates and inflates to help with buoyancy......
