On average, it is about 6-8 weeks after the solstice (which is June 21st), so that would be last week July/1st 2 weeks of August. I wrote an explanation as to why that is, so let me see if I can dig that up for you.

----Okay...I finally found it--------
The hottest days are 6-8 weeks after the solstice (end July/beg of August). The reason for that is that the earth absorbs and then reradiates heat - so you get the heat from sun + the reradiation from the earth (it's kind of like the equivalent of how a car will heat up from the sun's rays as they pass through the windows. In this case, some of it gets trapped due to the atmosphere and some of it stays within the earth's land.

By the way, you find the opposite happening in the winter - the coldest days are also 6-8 weeks after the solstice (end Jan/beg Feb). And, this is also why it's hotter at 2:00-3:00 vs. noon.
