Diffusion of light. The same reason that "rough" water looks white.
White light has all of the colors in it. Pink dye absorbs all other colors and reflects pink. Blue dye reflects all other colors and reflects blue. The dye in the soap usually is rather pale, but the bar of soap is thick, so the colored light gets reflected a little bit at a time as it penetrates the layers of the soap (the effect is cumulative, so the thicker the soap, the darker it should look).
When you lather up, the dye is spread thin, so that it is rather pale. Breaking up of the soap's surface makes it rough, so that the white light from the room is scattered in all directions more or less evenly.
Besides, basic soap is white anyway. Spread the dye thinly enough, the inherent white-ness of the soap should show through.
If you have enough dye in the soap, the lather will appear to have the color of the original soap (although paler).

The color on the soap is far too weak/light, therefore resulting in the color's fade when disolved into a spunge or into any surface for that matter. It is only the numerous layers that cause the color to show in a soap bar; if you were to slice off a THIN section you would notice the color practically disappear before your very eyes, it undergoes the same process as any other color changing object, such as paint.... the more coats you add to your wall, the stronger the color is...... yet with the soap because the color is ALREADY too light once it is completely disolved the color does not remain. And though once you scrub the colored soap with a rough spunge you will be able to see the residue, when you actually begin to desolve it, the coat will begin to loose its power or color leaving the bubbles white.

Foam or suds is the result of the chemical reaction between lye and water. They are the active ingredients in soap. Color, and fragrance are additives. They fuse with the lard that makes bars or the oils in liquid soaps. They are not a part of the reaction between lye and water. That's why foam is normally white. However there are soaps that are originally in a colored foam form.

The foam is mostly water (well, mostly air), which is essentially colorless. Which means it either reflects or transmits all light colors, resulting in.... white! The soap color itself is so diluted that it can't compete with the shimmery tendancies of the surface of each individual bubble, or the overall effect of the water.

Soap film are actually bands of color, produced by the reflection and interference of light waves.
White light is made up of all colors, all wavelengths. If one of these colors is subtracted from white light (by interference, for instance) we see the complementary color. For example, if blue light is subtracted from white light, we see yellow. The skin of a bubble glistens with the complementary colors produced by interference. If we were to look at a highly magnified portion of a soap bubble membrane, we would notice that light reflects off both the front (outside) and rear (inside) surfaces of the bubble, but the ray of light that reflects off the inside surface travels a longer distance than the ray which reflects from the outside surface. When the rays recombine they can get "out of step" with each other and interfere. Given a certain thickness of the bubble wall, a certain wavelength will be cancelled and its complementary color will be seen. Long wavelengths (red) need a thicker bubble wall to get out of step than short wavelengths (violet). When red is cancelled, it leaves a blue-green reflection. As the bubble thins, yellow is cancelled out, leaving blue; then green is cancelled, leaving magenta; and finally blue is cancelled, leaving yellow. Eventually the bubble becomes so thin that cancellation occurs for all wavelengths and the bubble appears black against a black background.
