Un resolution 1441 is a perfect example.
The resolution demanded Iraq either disclose the what/where about their weapons of mass destruction program, even if no longer in process, or face immediate military action.
When they did not comply and the US and Britain decided that threats do no good unless they are carried out and invaded. The UN was actually angry, as if to say, "When we passed that resolution we didn't actually mean it".
There is also this current conflict in Lebanon. The UN past a resolution that called for piece between Israel, Hamas ans Hezbollah in exchange for land. Israel complied and gave up the Gaza strip and most of the West Bank..... Look where it got them.
And Kofi Annan is actually telling Israel to restrain itself.... What a fricken joke.

The UN is totally impotent! Their only use is making resolutions,which Kofi Annan backs. He is just part of the problem. They number these resolutions,a crisis occurs,they relate the resolution pertaining to that crisis, then,they have to make another resolution to support the first resolution!! Ridiculous! They really have become a bit of a joke! Why do you think President Bush took matters into his own hands?Kofi Annan certainly does not help the UN one little bit,he does not believe in backing up resolutions with action! Perhaps he has no idea what a resolution is!! Sitting on the fence????

The history of the UN is littered with resolutions which have never been implemented.

The only resolutions which get implemented are the one's where the United States has a vested interest.

The UN has 6 veto powers. The rest are just pawns. Among the veto powers the problem is the USA.

Listen to Condi Rice. She says the US will not intervene in the war because Israel is re-shaping the future of the Middle East by wiping out Hizbollah. What can the UN or poor Kofi the figurehead do without US backing except mouth platitudes ?

The UN has no real power. Its purpose is to promote peace but it is going against countries already at war, and their own power is limited to do anything about it. Kofi Annan can back any resolution he wants to or try to uphold anything he wants to, he just doesn't have the power to do so.

Kofi Annan is only one man who is the head of the U.N. It takes will and commitment from the G8 countries to achieve anything.
What is all the bitching about the U.N. it takes a lot of talking to get actual participation. Some major player have a veto which makes action even more difficult and the U.S. has done it's share of vetoing. What other forum is there for world participation.

I don't think it's that he doesn't care to uphold them. I think it's more that he has no power or authority to uphold them. The UN is based on each represented goverment's agreement to dialogue with each other. The UN as en entity has no ablity to enforce any of its resolutions because to do enforce it, all countries would have to agree to enforce it. We've come to the point as a world, whether we should give the UN authority over all the goverments (a very very bad idea) or we should just give up on the UN and work country to country.
