First of all, your question doesn't make much sense.
Next, it was Hezbollah militants/terrorists who kidnapped the Israeli soldiers BY INVADING ISRAEL.
Thirdly, the Lebanese government chooses to allow Hezbollah, a known terrorist organization, to exist and to operate in their country with free reign. In that case, if Israel does nothing about the problem, who will? If there were gangs in Mexico crossing the border into Texas wreaking havoc and kidnapping people and firing Katyusha rockets at the U.S. and Mexico decided to just let them be, you had better believe the U.S. would be pummeling the gangs. This is the same thing, just placed in the middle east.

In June, Hezbollah, a terrorist group with a heavy presence inside of Lebanon, kidnapped Israeli soldier, Gilad Shalit. This sparked retaliatory airstrikes by Israel into southern Lebanon, where Hezbollah is mostly located. Since then, 2 more soldiers have been kidnapped from Israel and that is why Israel has stepped up it's military operations. Hezbollah has also responded by firing weapons into Israeli cities like Haifa and Nazareth. Israel has stated that they will not stop the airstrike until Gilad Shalit and the other two soldiers are returned. Hezbollah has stated that they will not return the 3 soldiers until two Lebanese soldiers being held in Israel, are freed.

Hezbollah kidnapped two Isreal soldier. Isreal started bombing Hezbollah targets. So Hezbollah started firing back. Isreal stepped up their attacks and hinted to a ground invasion into Lebanon. Lebanon is protecting the sovrenty of their nation. Isreals response to the kidnapping has been seen by some as over the top. Isreal has a small guy syndrome. There are surronded by nations which national relegions that want to see their end. So they have to show these surrounding nations and militant groups they are prepare to fight for what they stand.
