Well it's pretty simple, you can use the print screen button on you key board. Press that button and save it, by opening paint brush and press 'paste" or Ctrl + V. If you have a photo shop you can do the same and crop the part you require.

While the picture is viewable, hit the Print Screen key onyour keyboard. (This copies the screen into memory as a graphic, sor tof a "Screen shot") Then open any graphics editor, even MS Paint and paste in the entire thing. YOu can save it like that or crop and save.

pictures from your web cam, or are you trying to lure unsuspecting people into compromising pictures on their cam to you and you capture them ..... ahhhhh .... for later use? i am suspecting it is the latter that you desire. because all web cams come with the software needed to 'take pictures' and save them to your computer from your web cam. however, capturing other private 'shows' and saving still pictures of videos of them, is ,,,, well ,,,, sneaky and underhanded. there are programs that do that, but, i feel that it is unethical, so i won't tell you how, what, where on this subject,

i have a small program that will either take one picture from someones web cam or it will record it till you stop it. if you send me an email at jlh65791@yahoo.com ill email you the program. its pretty easy to use so i think it will do what you need it to do.
