Technically speaking, you don't need a TEFL certificate.
You need a university degree in any field and most major schools in Japan will hire you.

Bruce - you're solid to circulate! Getting qualified in EFL or TEFL will help yet once you have a college degree it is adequate, you will have a sprint difficulty getting a activity, I cope with English instructors and that i've got had chinese language college tell me NO American chinese language, we choose the yellow hair and blue eyed ones, you could save a sprint, i understand a guy who taught for 2 years and took abode 25 grand

You can teach privately without a degree, pay is about 5000 yen an hour $50, but if you want to teach english for a company like Toshiba Corporation, they require a Bachelors Degree in order to teach, but the degree can be in anything and from any university.
When I lived in Tokyo, my girlfriend used to teach english twice a week for a company, and english was her second language. It was very easy. There are people looking for this service in the Tokyo Notice Board magazine.

iirc the requrements for teaching English in Japan in most places is a college degree (for the work visa), knowing english, and a pulse
