When you need to "Quote 'inside' a quote" you use the first. It can also be an accent. ~ means approximately equal to, I believe. ^ is a way of adding an exponent, so two squared would be 2^2. It can also mean look above. It's called a caret, I think. | is a "pipe" and is important in some programming. It was used a lot in DOS, but I've forgotten why. The brackets are used to show a thought inside a thought inside a thought, like this: { [ ( ) ] } and are very important in math, too.

` is an accent mark used for words from french, spanish, etc where they sometimes accent a vowel. Or for when you want a "quote within `a quote`."
~ is called tilde and is used over the "n" in some spanish words. Is also used on computers as the first letter in the name of a temporary file
^ is called carat. Used in math formulas to indicte something is "sqaured", "cubed" etc. Exponents. 2^3 means 2 times 2 times 2. 5^5 means 5x5x5x5x5.
@ the "at" sign. Used in email address for loginid@(at)website.com. Also used to mean "each" in math 5@$1.00 means 5 at $1.00 each or a total of $5.00.
| is called the "pipe". Used in computer programming to separate commands. dir|filename Not used for much else
Finally the [ and the ] are like (and) or {and} they are called brackets and are used to open [ and close ] a sentence or statement you want to set off from the others [like I am doing with this example].

Taking the first symbol after your question, your answer is that the symbol refers to the preceding sentence being a question. So a '?' refers to a question like..."what is the time?". The question mark (?) means that "what is the time" is actually a question, and should be answered as such. However if you did in fact mean the symbol '&' this is shorthand for the word 'AND'.
