I am planning to stay for 7-9 days. What else should I visit from this area? Where should I spend the most time? Should I rent a car?

I'd stay in Nice, which is probably a little less expensive than the others and more-or-less centrally located. You can take the train from there to Monaco or Cannes in just a few minutes. St. Tropez is a different matter, though: there's no train station there, and you'll have to take the train to St. Raphael or Toulon and a bus in from there. Traffic getting in and out of St. Tropez can be a bear.

When I was there about a year and a half ago I stayed in Nice and took the train up to Milan, and I heartily second the other answerer's suggestion that you make that trip. I just spent two nights in Milan, which seemed about right. Then spend a day in Monaco (day trip from Nice), a day in Cannes, and all of the rest of the time in Nice. I'd save St. Tropez for another trip.

You can stay in Monaco and use the train to move around among the French cities along the coast. Milan is about 3 hours away from Monaco by train. If it were me I wouldn't rent a car; that's always a hassle whenever I try it.

Buy a Michelin Green Guide. They're the best! They tell you everything you need to know and more. However, they are not too
"wordy," are light to carry and give a 5 star rating to the attractions. Often, they mention beautiful places that are not even listed by other guidebooks.

I found it very easy to get around in a small, compact car or a Vespa. If you're young, take the Vespa. Also, it's cheap on gas.

I totally agree wih Paul S...but if you have the time take a side trip to Grasse up in the hills behind Cannes. It's the center of the perfume industry in France! Lovely little town to visit in a morning!
