Of course, open-ended questions are always the best...ones that can't be answered with a simple "yes" or "no." The other thing is to get the other person to talk about themselves or things they care deeply about. If you can do that, you simply have to ride the wave. It's not a bad idea to memorize a list of such questions, like "What is the most fun you've ever had, who has influenced you the most in your life, if you could live anywhere in the world where would it be and why, etc., so you can work them into the conversation as appropriate to the situation.

If I reach this point then it means that I don't want to chat any more. If I'm chatting with a friend then it is not uncomfortable to have a breather, if I'm chatting to a girl who I'm interested in then we wouldn't have reached this point in the conversation, though let me remember to when I was younger, I had this a few times.... damn thats hard... who was it....
anyway, I would just break the silence with observational humor or by dragging up something from the past.
"look at that geek, isnt that your sisters boyfriend? how is she anyway? still with whatshisface?" hahahah
"remember the time when we had that party and Jamie broke the freezer, what is he doing these days anyway?"
blah blah small talk, make a sentence and put a question at the end, it isnt rocket science, its a conversation, just keep saying the same crap over and over.

Why's that?
Really?
Pick up cues from things around you. E.g. I really like that painting actually, the colours are quite striking. have u ever been to the Tate modern? What did you make of it?
I really like that painting actually... I had shoes exactly the same colour but my dog chewed them. Do you have any pets? (Yes = easy territory, no = run off a few funny anecdotes about pets)
Hot isn't it?
(Look at grafitti) Some grafitti is really kinda cool.... I saw this one once and it was...
So what would you do if you didn't do ___________?
Make a joke about the silence! You'll break it by giggling, and whenever it reappears it'll amuse you because it's now an in-joke.

Quite simple - find out what they like, then talk about it. If there's a slience - make an excuse to get up and go for a walk together - at least that way you'll both have some visual stimulation.

Actually, I don't have a problem with silence between people. It lets the other person know that you simply like spending time with them. Sometimes you don't need to talk!
Ask about what they're been doing lately, what they have planned for the weekend, how school is going, that sort of thing.

Always try to show an interest and talk about that which the other person(s) find interesting , ie themselves , their hopes , hobbies etc. never , never keep nattering on about yourself ,maintain a little mystery, to keep em. guessing.

Open ended questions that promote a response and not a yes or no answer.
Such as, "Where you work?"
